Runbooks

What each automated agent does, when it stops, and what a person does next. A CAPTCHA is a stop.

Clerk fetch	Reads a clerk page with a named user agent, a cache, robots.txt, and a rate limit. Stops on a CAPTCHA, a 403, or a 429, and flags the host. A timeout or HTTP 408/500/502/503/504 is tried 3 times, pausing 2 seconds then 4. Review the flag. Do not try to get around the block.
Discovery search	Runs custodian, snowball, and catch-all searches on saved fixtures, 25 searches in a batch. The queue starts paused. A county that is not cleared is skipped. A CAPTCHA or terms block stays blocked. Resume the queue only after that county's terms are cleared. The job does not call a live county on its own.
Watchlist check	Once a month, compares saved lenders and counties with recorded loans and writes in-app alerts. Does nothing while the tracking switch is off. The email switch stays off, so no mail is sent. Turn tracking on only when you want the check. Alerts stay in the app.
Contact enrichment	Looks up Sunbiz, DBPR, the property appraiser, and web notes from fixtures, and records where each fact came from. Live lookups are not wired. An exempt address under Florida statute 119.071 is left out. Do not paste a paid API key into the repo. A missing phone or email stays Unlisted.

Flags per state and user

A flag can be set for one state, one user, or everyone. The most specific row wins. When no row exists the flag is off and the scope is Unlisted. A legal flag stays off until an attorney clears it.
