Which counties are live

Polk is being validated first. Most counties are not pulling clerk records yet.

Polk is first because the build was checked against five Polk examples.

Hillsborough, Manatee, and Orange are the next checks.

Every other county stays planned until a person has read that clerk site's terms and robots.txt. A CAPTCHA stops the pull. Nothing tries to get around it.
